No, in order to title an out of state bike in Oregon, you need an original title. Period!

I went through the same with a WA bike I picked up from Seattle, fortunately I was eventually able to get the original title.

Titling out of state vehicles.

I Ride: RC51, TL1000R, GSXR 750 (in pieces), Magna 1100, R6 (track)
Ride his ass about the title. If it doesn't show up, arrange to meet him at the DMV and sit there while he processes a lost title application. At least at the DMV with him there you can verify if it's legally his....if not, expensive lesson learned never to trust anyone without the proper paperwork, ever!

oh and the USPS tracking number is useless... unless you pay extra for registered on top of the priority, that number is just a serial number that he sent something through the mail at some point. lol
If I were in your boat, I would ask him to spend the extra $2 to have it registered mail with return receipt.

on this and...DMV here in Oregon may request a vin inspection as well to confirm the bike matches the title. Hope it works out!

They do. The bike has to be at the DMV when you're doing the title transfer for the VIN inspection. Current price for title transfer and registration for an out-of-state bike? $144.

This would be good, but applying for a lost title-title transfer does not work for out of state bikes. They will tell you that the previous owner needs to apply for a lost title in his state, then he needs to sign off on it an send it to you.

There are options if you know someone that lives in WA, you can have them fill out a lost title/transfer application in their name, and then sign it off to you. But you will still need the previous owners signature (and a trustworthy friend).
