Looks like it's blocked off for trail use only, but less than 1/4 mile from the road.
You can ride to within walking distance of that bridge, but you have to go around gates to do it. It is better approached from the south side, but I wouldn't try it on a street bike...

From the bridge, the Browns Creek tag is over the ridge and just below the hazy crest in the distance.
Had some dissenters that didn't want to tackle the additional 14 mile round trip to get it. :(

Dang, I should have invited myself along on this ride. Wanted to get up to that area the same weekend, but I ended up wandering around between Hamma-Hamma and Duckabush up on the dirt roads.

Definitely would have been on the slow bike tho', riding a DR650.
