I always thought the reasoning for tape wasn't to just block out the light, but also because it keeps the assembly in tact in the event of a crash so you don't end up with splinters of either glass or high impact plastic everywhere (and it does splinter, and it will puncture tires).

2-Fast didn't require me to tape the lights on my bike the past 3 track days I rode with them (just unplugged the headlights and tail lights). OPRT and PSSR on the other hand required taping of both headlight and tail lights even if they were unplugged.
