You're all wrong. I'm a lawyer. When you are operating a licensed motor vehicle on any road, anything but a prestine and smooth surface is illegal. One tiny pebble is enough to place blame on said county or property owner as it compromises the cleanliness of the roadway surface.

Efforts to fight the illegal gravel have been stalled by lack of funding and support from upper echelon's of the cities law enforcement offices. One internal source who wanted to remain anonymous was cited as saying:

"We simply don't have the man power to address this kind of threat. We have officers working tirelessly to combat the onslaught of parking violators already, and there simply are not enough coffee shops near the illegal gravel locations to effectively do anything about it."

It appears that the citizens of Seattle have only one hope left:
